Why the B.J.P Government is not taking the initiative in celebration of the Golden Jubilee of the Indian Constitution

N.G. Kamble

In the preamble of the Constitution of India it is stated, "We ...in our Constituent Assembly this twenty sixth day of November 1949, do hereby adopt, enact and give to our self this Constitution". Thus the Constitution has completed 49 years. Similarly the Constitution is implemented w.e.f 26th January 1950 and thereby the greatest Republic in the world has also completed 49 years. In this way the Constitution as well as the Republic of India have entered 50 years on 26th November 1998 and 26th January 1999 respectively. And as such the Golden Jubilee of both the Constitution and Republic is due to be celebrated with effect from the above dates. In the preamble it is stated in unequivocal terms, "We, the people of India, having solemnly resolved to constitute India into a Sovereign Socialist Secular Democratic Republic and to secure of thought, expression, belief, faith and worship; Equality of status and of opportunity; and to promote among them all; Fraternity assuring the dignity of the individual and the unity and integrity of the Nation;..." In this way the Constitution has given an assurance to establish the democracy on the foundation of Secularism, Justice, Liberty, equality and fraternity. These values were propagated by the Lord Buddha 2500 years ago and accordingly the emperor Ashoka established the society on the basis of these basic principles. He also made Buddhism the religion of the state. He has been regarded as a great emperor. His greatness lay not in the extent or vastness of his empire but primarily in his character and principles and the ideals for which he strove as a ruler. Ashoka has occupied a place not only amongst the grea t rulers of India but among those of the world. H.G. Wells writes, "It is not every age, it is not every nation, that can produce a king like this type, Ashoka still remains without a parallel in the history of the world".

In the Maurya Empire the Brahmins had not only lost state patronage but they lost their occupation and so called superiority over the Bahujan in all respect. Thus by adopting the Buddhist way of life by all the Bahujan, Vedic Religion of Brahmans could be destroyed. In order to overthrow the Buddhism and establish Brahmanism in its place Pushyamitra, Brahmin Commander-in Chief, killed King Brihadatto, the grandson of Emperor Ashoka. After he ascended the throne he promulgated `the Dharma Code of Manu'. Dr. Babasaheb Ambedkar said, "The history of India is nothing but a history of a mortal conflict between Buddhism and Brahmanism". This counter revolution took place in 185 BC and is still continues.

It is a well known fact that the Brahmins through `the Rashtriya Swayamsevak Sangh' and its allied various institutions want to establish the society on the basis of a Brahminical Social Order (BSO) in stead of Parliamentary Democracy. In the Constitution of the RSS it is stated, "The Aims and Objects of the Sangh are to weld together the various diverse groups with in the Hindu Samaj and to revitalise and rejuvenate the same on the basis of its Dharma and Sanskriti that it may achieve an all sided development of Bharatvarsha". Keeping in view the aims and objects of the R.S.S., M.S. Golwalkar, the ex Sarsanghchalak as a philosopher and Guide of the RSS set out various principles, ways and means in this respect. The Sangh Parivar is adopting the philosophy of Golwalkar scrupulously. Golwalkar says, "Thus applying the modern understanding of `Nation' to our present conditions, the conclusion is unquestionably forced upon us that in this country, Hindusthan, the Hindu Race with its Hindu Religion, Hindu Culture and Hindu Language, (the natural family of Sanskrit and her offsprings) complete the Nation concept; that, in fine, in Hindusthan exists and must needs exist the ancient Hindu nation and nought else but the Hindu Nation. All those not belonging to the national i.e. Hindu Race, Religion, Culture and Language, naturally fall out of the pale of real `National life'. While treating all others as traitors and enemies Golwalkar further says, "We repeat; Nation - satisfying all the five essential requirements of the scientific nation concept of the modern world. Consequently only those movements are truly `National' as aim at rebuilding, revitalizing and emancipating from its present stupor, the Hindu Nation. Those only are nationalist patriots, who with the aspiration to glorify the Hindu race and Nation next to their goal. All others are either traitors and enemies to the National cause, or to take a charitable view, idiots". (Ref-we or our Nationhood defined - M.S. Golwalkar edition 1939, pp 43-44)

Golwalkar treats the Christians and Muslims as foreign elements and directs them to accept the Hindu Religion in all respect. He says, "There are only two courses open to the foreign elements, either to merge themselves in the national race and adopt its culture, or to live at its mercy so long as the national race may allow them to do so and to quit the country at the sweet will of the national race. That is the only sound view on the minorities problem. That is the only logical and correct solution. That alone keeps the national life healthy and undisturbed. That alone keeps the Nation safe from the danger of a cancer developing into its body politic of the creation of a state within the sate". (Ref. Abid pp - 47) If the minorities do not act accordingly, Golwalkar says, "To keep up the purity of the Race and its culture, Germany shocked the world by her purging the country of the Semitic Races- the Jews. Race pride at its highest has been manifested here. Germany has also shown how well nigh impossible it is for races and cultures, having differences going to the root, to be assimilated into one united whole, a good lesson for us in Hindusthan to learn and profit by. (Ref. Abid pp. 35). While glorifying the law of Manu and the greatness of the Brahmins, Golwalkar says, "It is this fact which made the first and greatest law given of the world - Manu, to lay down in his code, directing all the peoples of the world to come to Hindusthan to learn their duties at the holy feet of the "Eldest - born" Brahmans of this land". (Ref. Abid pp.55-56).

In view of the above, the R.S.S. Wants to re-establish Brahminical Social Order by destroying the basic principles as laid down in the Constitution. In this regard Dr. Babasaheb Ambedkar says, "The Hindu social system is undemocratic not by accident. It is designed to be undemocratic. Its division of society into varnas and castes, and of castes and out castes are not theories but are decrees. They are all barricades raised against democracy." The present Prime Minister of India, Atal Bihari Vajbai reiterated the same views of Golwalkar in his article under title "Sangh Meri Atma Hai" (Sangh is my Atma) published in Jan-Feb 98.

On interest in order to give the correct shape to India as "Hindu Nation" Vishwa Hindu Parishad, Bajrang Dal, Dharma Sansad and other allied institutions have started their activities under the guidance of the R.S.S. And protection of the BJP Government. This being the fact, the B.J.P. Government is not celebrating the Golden Jubilee of the Indian Constitution and Republic of India though it is over due as mentioned above since it is against their aims and objects.

Now it is the duty of each and every member of the Parliament and all Indians who believe in the Indian Constitution and its Parliamentary democracy as a protector from the clutches of Brahminism to demand celebrating of the Golden Jubilee of the Constitution and Republic of India by the Govt. in a befitting manner. While celebrating the Golden Jubilee our aim should be to educate the last citizen about the basic principles of the Indian Constitution, his fundamental rights and how to achieve it. He should also be aware about his own duty as a citizen, preservation of the parliamentary democracy and building India as strong as his ancestors emperors Bali and Ashoka built
